DUNS number is mandatory for Apple developer account, as an Organisation or Individual without DUNS you cannot proceed to use Apple developer account, current Google Play store doesn’t make it mandatory but soon they will make it mandatory.
Steps to apply DUNS Number
Step1: Collect all information related to your organisation like PAN,TAN,IDs etc.
Step2: DUNS has multiple sites based on the countrywise , So apply to the specific DUNS site where your company is registered.[ For example if my company registered in USA then i will apply on DUNS USA site]
Step 3: Fill all the details accurately in DUNS Form, which is mentioned on the registered documents of your company, otherwise approval will take more days [For example address proof of the company should be same as mentioned in the documents]

Step 4: After filling the form you have to wait depending on your country. For example, if your company is from USA then you will get DUNS within a week, if your company not registered in USA then it may take 11-15 days or sometime 30 days
